6. Massive propaganda about the dangers of undesirables and the elevation of the task of maintaining the purity of children to a principle aspiration of the state.
7. Private, profit-making enterprises from child protection to prisoner containment and punishment.
Note that the Germany developments above came just before the onslaught on the Jews and the final solution of extermination.
